It's called the UVULA.
It's normal to have one, it helps with the gag reflex, to prevent you from swallowing things that you shouldn't.

HELLO,
THE FUNNY LOOKING FLAP OF SKIN IS CALLED THE UVULA. THIS SERVES YOU WHEN YOU SWALLOW AS A SMALL GAP IS LEFT AFTER ALL THE THROAT MUSCLES CONSTRICT AROUND WHAT IS TO BE SWALLOWED. THERE REMAINS A SMALL OPENING WHICH IS COVERED BY THE UVULA DURING THE SWALLOWING PROCESS. THIS IS ALL W/O THINKING ABOUT IT, IT'S QUITE AUTOMATIC.

It's called the uvula. It is normal and it is supposed to be there.

The uvula plays an important role in formation of sounds of speech.

If you look in the mirror and shine a flash light you can see it at the back of your throat. When you say "ah", you will actually be able to see it move.

As for feeling you have something stuck in the back of your throat, your uvula may have become swollen.

Conditions that cause the uvula to swell, includes 1) dehydration (from arid weather); 2) excessive smoking or other inhaled irritants; 3) snoring; 4) allergic reaction; or 5) a viral or bacterial infection.

It is also possible you may have swollen tonsils or lymph nodes. If you look at the back of your throat - the areas to the right and left of your uvula should be flat and the same color as the rest of the back of your throat. If your tonsils are swollen, they will most likely be red in color, possibly with white or green "pockets" on them and may cause you difficulty when swallowing.

To check your lymph nodes, press gently on your neck, just under your jawbone, directly in line with your earlobe. If your lymph nodes are swollen, even pressing gently would cause pain for you. DO NOT use a lot of pressure.

Or, you may just have something stuck in your throat (not to minimize this). When eating popcorn, for example, I have gone for hours with a portion of a kernel stuck in the folds in my throat. If you do not have any underlying conditions, normally eating a couple of small pieces of bread and/or drinking something usually dislodges what is stuck.

If your problem appears to be either of the three listed above, you should consult your doctor.
