yes, it's normal. statistics of age or social groups isn't the best standard to determine the coarse of masturbating. it's personal to everyone. some people experience it even before becoming a teenager and some people experience it really late, like in their early 30's. no need to feel ashamed. it's better if it's not like everybody else. that's why it's unique and it should be special because it has personal meaning to you; to your life.

As a graduate student in psychology, I can tell you that it is perfectfully normal for a teenage girl to masturbate. Different people start at different ages, and sometimes people will tell they don't do it when, in actuality, they do, they're just afraid to admit they do. If you find yourself doing it excessively, if it starts to interfere with your well being, then you might consider talking to a good counselor. And by all means wait to have sex until you find the perfect person, and then always practice safely. It is much safer for you to please yourself and to know that you are clean and healthy than to be having sex with all sorts of different people. Hope this helps you. Be careful tho because if done to much it could effect you having an orgasm once you do start having sex.
As for the people not having an orgasm - they are either not hitting the right spot or they are not fantasizing about the right stuff???

The ones who don't either feel weird, sort of ashamed, or share a room. For all I know, girls like you are in the minority, but you are the normal ones. There's grown women, hey, even married women who don't know how to stimulate themselves to orgasm. There's nothing weird about masturbating, babies do it as soon as they can reach. It's incredibly normal. And it's not something to be ashamed of at all. There are grown women who have been married for years who can't orgasm and they'd trade places with you in a heartbeat. And some of those girls who don't masturbate get themselves knocked up or get an std because they didn't just take matters in their own hands.

Don't be ashamed! I feel weird--I didn't start masturbating until a few months ago and still haven't had an orgasm, and I'm 24! Think of how many more orgasms you'll have in your life after starting early. I'm afraid I may never have an orgasm. And there's nothing wrong with getting in touch with your body, believe me. And the fact that you're able to have orgasms and that you enjoy them is a big plus. If you know what feels good to you, it'll make it that much better for whatever guy (or girl) you want to be with sexually. If you can communicate to your partner what you enjoy, the experience is ten times better, trust me.
