Make the skin where you're shaving as tight as you can. Move your arm around until the skin in the armpit is tight.
Also, try a razor that has a single fine edge blade on the back and use that.

My wife got laser hair removal. It is a near-permanent treatment and requires only an occasional touch up. I was amazed at how well the Cool Glide laser system worked. There are others systems out there but this is the only one I have first hand knowledge of. She said it hurt a bit but is worth it!

waxing - lasts long and hair grows back finer because waxing pulls the hair out below the surface of the skin
laser - most expensive, not always permanent but less hair grows back each time

Don't forget to shave in different directions. Up and down, and across in both directions. Under arm hair grows differently.
Try waxing.

Try to go for a razor with extra blades for a close shave. If it still does nothing, wait until the hair grows out a bit and get it professionally waxed.

WHy you wanna shave it? its there to help you expose sweat to the air for cooling, its also for pheremones to get to the air as well.

try shaving everyday, and toss your razor after a few times.
or use chemical hair removing cream. you just cover hair in it and leave it on for a certain amount of time, then wash it off.
spray-on hair remover is not great, so don't use that.
laser hair removal is done by dermatologists. it's expensive and takes time. but it permanently removes hair.
Waxing cost a bit more and should be done proffesionally, but it is the best way to remove hair. Usually they last at least 2 months.
sugaring is king of like waxing. it consists of a sugar paste that is all-natural and you apply with bare hands.

keep shaving. You need to keep at it for a while, consistently rinsing it, and reapplying shaving cream. It will go away, but you need to do it daily.
