When you take a shower pat, rather than wiping and rubbing your body.

When you finish showering put lotion on when skin is still wet.

Petroleum jelly is real good for dry Skin

Avoid creams or lotions that contain alcohol.

drink lots of water it helps believe it or not..

if it continues ask your dermatologist it can be a certain skin dissorder

Sounds like eczema.
Use Cetaphil soap when you shower and Cetaphil lotion within 3 minutes after the shower.
If you have city water, you probably need a chlorine shower filter. They run about 45-250 dollars depending on which one you get. Some do work better than others, but unless youre swimming in cash, the $45-65 range ones work just fine.
You should also check in with a dermatologist because if your skin is broken you will probably need a prescription for a little while until it's back to normal. After that the shower filter and Cetaphil should keep your skin soft and hydrated.

EDIT:
General practitioners know almost nothing about skin. You need to see a dermatologist.
I stand by my belief that it's eczema, but if Cetaphil doesn't work, you really need a steroid cream, prescribed by a dermatologist. Any other specialist or GP might give you something that is wrong because their education on skin conditions is very limited.
You might also consider changing you your laundry detergent to a "free and clear" version. Try to limit your clothing choices to cotton. Again, chlorine shower filter, Cetaphil soap and lotion.

Some people have dry Skin, and sometimes that dry Skin can over time develop into eczema. After time untreated eczema can turn into something that is completely unmanageable by changing only one lifestyle habit like lotions. If you do have eczema, it could be pretty advanced and need more than one intervention. The longer you wait to treat it, the more treatment you will need and the more likely it will become permanent and start to cause infections.
Please see a dermatologist, not a GP, not an internist, nothing else, straight to a dermatologist.

mudpacks are said to help soften the skin.

They are said to soften the skin and, as the mud becomes harder and shrinks, to draw impurities in the skin to the surface, and to pull of the top layer of dead cells. Don't use mudpacks if ur skin is inflamed.

Also try this.
Glycerine mixed with rosewater. Rub the mixture well into hands and dry areas, and then dry them with a paper towel.

Or this. Mix a little Cocoa butter with with halfs its quantity with pure olive oil and rub gently into the skin.

Also drink a lot of water at least 8 glasses a day.

I would also recommend to go see ur doctor, u might have a form of eczema, a skin disorder. Just go and have it checked out. Cause ur skin really sounds painful and sore.

Yep docs can perscribe you a steriod enhanced skin cream. I can't rmember it's name sorry. It begins with the letter T. Anyway, I use it and it really helps. You put in on 3 times a day. Everyday. Ask your doc about a steriod enhanced lotion that starts with the letter T. He should know what it is.

There is an interesting formula originally used to lubricate cow's udders before milking.
It's called BAG BALM.
I use it win the dry winter months, or especially after working with drywall compound, which I believe I have a skin allergy to. It splits my skin open, but after using BAG BALM overnight, with thin cotton protective gloves, I have great results with healing. I know Marks Work Warehouse carries it, and some drugstores, maybe even the local farmers co-op, or saddlery.
Try it, it may be just the thing!

Not sure for hands, but this is what helps my wife:

But vaseline on your feet...a lot. Then wrap your feet up in plastic wrap, put socks on and sleep. Do this nightly. My wife's feet feel so soft now it's unbelievable.

you should go to a dermatologist. but to try to give you a do-it-yourself-last try-before-the-doctor, you could try vaseline or aquafor cream. you can pick it up in drugstores. smear it on thick & wear gloves & booties overtop the cream. wear them every night to sleep..........................someone below mentioned a steriod cream. it's topicort
