Nope to be considered anything then "regular" height both girls and boys have to be under 4"11' if they aren't they are considered "normal" sized.

unfortunately if according to society's perspective esp. in the western world where males are usually tall :)
but take heart because in life there are few things we cannot change, such as our gender, height, parents and siblings and all of we are all unique :) but what we make our life that is a different story altogether. we could be a blessing not just for those we love but many in time to come :)

To be considered a Dwarf, there are medical criteria that need to be met.
