try one of those electric blankets, i have one and it keeps me really warm in the winter, they should have them at walmart or any place that sells bedding stuff. you could also try better installation. Sometimes in the winter it gets really cold at our house to so my mom turns on the oven and leaves it open.

Get a heating blanket and sleep with it on your bed. They work wonders! When I was in China, it was soooooooooooo cold outside and there was no heat or anything, we even had perma-open windows, but the beds had heating blankets and they were awesome.

thin layers, like little jackets upon little jackets, wearing big coats wont store heat!
buy little electric heaters
wear fluffy socks as you lose heat through your feet, also maybe a hat would help as you also lose heat through your head.

The best thing to do is wear lots of layers, so air insulates between them which keeps you much warmer.
The same for covers at night, try several layers of blanket rather than one thick quilt.

i dont think there are any other solutions part from a plug in heater and getting central heating. so at night make a hot water bottle to snuggle up to, make sure you have plenty of teddy's to snuggle up to, put a banket over your duvet so extra heat is trapped in your bed, keep your head under the duvet because your head loses the most heat from your body, wear suitable night cloths and you could invest in a heated blanket.
plan B - get a boyfriend to snuggle up to at night :-D

i know this is gona be easier said then done but maybe you should get a new apt. well if that isnt an option. you should definitely go to home depot and get the plastic sealant to put on your windows. just put a lot on there and it helps keep the cold out and the heat in. obviously wear a lot of layers of clothes. and of course multiple blankets. only open ONE window a little bit to circulate the air. good luck

You didn't say the layout of your flat but if you have a bathroom with a tub near your bedroom and can fill the tub with hot water before bed. That will take the chill off. If you can shut the bedroom/bathroom off to the rest of the flat so that the heat stays in that will be helpful. The warm moist air will make you feel better too. I do this when I stay in hotels. I don't like to use the heat because it gets too hot and dry for me. I fill up the tub and sprinkle a few drops of Lavender in the bath and it helps me sleep. Down blankets will also help. Down holds your body heat in.

A very cost friendly way is to simply wear a hat and coat around your house. This may not seem like the best idea, but it will definitely work. If your health is deteriorating, you might also considering wearing that winter hat at night: this has generally helped me keep healthy when I'm sleeping in a colder house.
And, of course, pile on the blankets at night.

Put socks on.
Get a really good comforter. I have a winter comforter I got from Ikea that has a really high warmth rate. That's what you need! Other stores have them too.

we have the same problem in winter, we live in an old house with out central heating
firstly get thick curtains for ur windows, the thicker the better check ur windows and doors for any drafts getting thru, if so block them up with draft excluder's
make sure that ur flat has underlay and loft insulation (ask the landlord)
of course layer up as much as possible, hot water bottles are great and i recommend an electric blanket to keep u warm in bed (if in UK use between 12-7 as electricty is under half price)

During the night, you will need artificial heat, since you can't rely on your body to keep you warm enough. Since the electric heater is too expensive, I suggest you purchasing an electric mattress pad. This fits over your mattress, not to be confused with an electric blanket. They both do the same thing: keep you warm. But with electric blankets, you tend to feel the wires, and it can be annoying. Mattress pads that are electric just make your whole bed feel so nice and snuggly warm. They don't make the electric bill high at all either. Depending on the size of your bed, it can be a tad costly, but is definately worth it. We turn on ours about 30minutes before we go to bed, and its so nice and warm. It automatically shuts off after 10 hours too.
I bought my husband a heated throw, since he's cold so often. Its cheaper than keeping the furnace up to 78 degrees in the winter. Those are nice for when you are lounging on the couch. They are decently priced as well, also made by sunbeam.
For daytime warmth, since you can't afford a space heater, your only option is to dress warmer. Drink a cup of hot tea 2-3 times a day, it will really make a difference in your body temperature.
