The friend lives in the house with them. the mother says she isn't doing anything, and the daughter has told her many times she doesn't feel comfortable, and nothing changes.

No it's not, but she shouldn't be the one to have to leave. That, "friend" of the mother's should be the one to skidadle... and her mother should know better and take better care concerning the welfare of her child

absolutely not! The girl is still considered a minor unless she has been legally emancipated. It would be considered neglect and Social Services (child protection) should be contacted immediately by you, by an adult who is confided in or mandated by law {1-800 numbers in each State that can be called night and day}. A caseworker will be a resource.

sounds like neglect if i did that my kids would be in care she is still a child and as such needs to be protected from such things has this girl got any where safe to go she could be in danger!

No, I'd say if there was other family members more responsible they should try and get guardianship or she could emancipate herself if she is responsible. The mother is a disgrace.

It's not right for any child to live in an environment with drug addicts, but unfortunately it's the way things are for many children.

nope sounds like 16 year old will be soon involved if not already.
I think all children should be taken away till someone gets help and can take care of themselves first...not a way to live at all.
