Please don't worry about it - he's fine. I started masturbating when I was 10; my friends' son was 5. It's one of those things that varies enormously with individuals. Jackinworld did a survey of its readers aged 11 to 19 and obtained the following results:
Average Masturbation Frequencies by Age:
11: 11.1 times per week
12: 9.4
13: 10.6
14: 10.6
15: 9.9
16: 9.6
17: 9.4
18: 8.5
19: 9.3
Remember these are averages - some will masturbate more often, some less.

Why is he not entitled to masturbate? He can pleasure himself if he wants, it hurts no one at all, and it's much better than him engaging in sex or something else that young. Masturbation is not wrong, nor is it age restricted, it's a healthy habit that helps alleviate stress and relax; if he's doing it, it means he's a normal, healthy guy. You should just ignore it and go about your life, it honestly doesn't concern you, especially since he's doing nothing that would cause any problems with any one. Let him enjoy himself when he wants to.

Actually 11 is very old. Its normal from 4 and 5 years old on up. He is not just normal. He is very normal. Its a very good sign. Sorry if that upsets you. Also be careful of his feelings and of his privacy.
Its a rought time for boys. You would not want him walking in on you would you ? Well... Same for him. If he becomes aware that you know this could hurt him deeply. If you happen upon him again just smile and walk away. Never mention it. Its not just normal for him, its required of him.

Well, you can either embarrass the heck out of him and let him know you saw him, and also kindly remind him to shut the door and lock it-- or be a nice sister to a brother you will have the rest of your life--- and not mention it to anyone. That would be the most appropriate thing to do. Guys at age 11 are often entering puberty, and starting to explore and better understand their bodies. He's as confused and befuddled as you were when you first found out about sex--remember that? Give the kid a break.
