For a male to be 164 at 5'4 is not overweight at all.
Muscle weighs more than fat, men way more bc of this....pfft im 5'4 and 185 and i am a little overweight but i still look good...id love to be 164! ;)

Most of the people who answered this question are just being asses. The truth is there is no real formula for height vs weight (alone) that can tell you if you are overweight. at 5'4 and 164, that means you have a weight distribution of approximatley 2.5 lbs per inch of height. I am 6'2 and about 200lbs, so I have a weight distribution of approximately 2.7 However there are few people who would look at me and say I'm overweight. I have a friend who is about 5'2 or 5'3 and weighs 182lbs, but he's all muscle(body builder).
remember muscle weighs more than fat.
some people may respond to this and say that your body mass index (BMI) is high, but BMI is a very SIMPLE and often incorrect way to tell if you are overweight. If you have a gut or double chin, then you could probably go to lose a few pounds, but being "fat" is an opinion until you get to the point where you are obviously obese.

You can't determine if a person has excessive fatty tissue by only knowing their height, weight and gender. Your BMI is 28, which means you're overweight but you can't only look at that. The most accurate way is to find your waist measurement, or get a body fat percentage test. If your waist is under 40 inches and is not greater then your hip measurement, then you are not overweight. Or if your body fat is under 20%, you are not overweight. There are many variables for everything and your best bet is to check with a doctor to see if you need to lose weight and if you are healthy.
I am a female who is 5'8 and weighs 165, just by seeing those numbers people may assume I am overweight, but I am not. My waist is 30 inches (a healthy female should have a waist under 35 inches) and my body fat is 20% which is considered healthy. Although my BMI is 25, which would put me in the overweight category, I am not overweight.
