You can insist that he goes, but so many men are stubborn this way. Diet should be healthy, no white bread or anything made from white flour, no white rice, or pastas, no high fat foods, no sugar, not a lot of carbs. Tell him how he is hurting himself....and you. Tell him he could end up getting that foot amputated if it isn't cared for

Sometimes people in this situation are just scared of the consequences of diabetes. What they need to know is that diabetic complications are mostly avoidable, and even once you have them, you can slow them down or even reverse them if you're willing to put in the effort.
I doubt there's really anything that anyone else can do - Dad has to WANT to do something himself. Could he be due for a check up anyway? Does he see an Endo or a diabetes educator or dietician?
As for the diet - balanced is best. Less than a quarter carb for any meal, and go real easy on the typical staple foods like pasta, potatoes, bread. There are plenty of better ways to get carbs, such as those found in lower carb vegetables that are also full of vitamins and digest slower so that you don't end up with high blood sugar.
There's nothing to hate about shots by the way - they're easy as pie. The needle is tiny, you don't feel a thing so long as you relax that area of the body. It's nothing like having blood taken or immunisations etc - honestly, it's painless and simple, and the results (better blood sugars) are fantastic. Certainly beats feeling horrible from high blood sugar, and slowly rotting away from diabetic complications!!
Hopefully he checks his blood sugar regularly, and gets some exercise, maybe takes medication?
Maybe you could say something to him... let him know you're worried about him, ask if you could help?

He needs a doctor badly. i was just in the hospital next to a lady with diabetes bad, with swollen legs and sores on feet... She ignored them until legs were so bad she couldn't walk, she ended up getting water in her lungs and around her heart. He needs IV diuretics, a restictricted fluid intake, a very low salt diet, and nothing caffinated or decaf coffee or tea.

The only think I can think of to do is to give him a reality check. Get something that talks about what happens to people with unchecked diabetes in detail. Brace yourself before you do, because it's pretty bad. See if you can scare him into taking care of himself.

Buy your dad some diabetes magazines and download articles for him to read.
Just leave the info out where he has access to it.Check out an endocrinologists office. They will have loads of info to take home to Dad.
No one likes shots , but if this sore on his foot is not taken care of, how will he like his leg being amputated ?
You didn't mention your age or if your mom is in the picture.
If she is, you two can agree to call an ambulance and take him to the hospital. They may not take him if he doesn't want to go.It is worth a try.
If you are a teen do not do that alone.
The most important thing is to love and respect him.
Good luck.
