Depends on what paste you use. Wallpaper paste is water soluable and you wouldn't want to dilute it with water after applying it to your teeth.
It is recomended that you rinse your mouth with water after appling toothpaste because you don't want to walk around looking like a dog with rabbies.
And yes, I do... you should too.

Reason why? by spitting and not rinsing out you leave a coating of Fluoride on your teeth which helps prevent decay and sensitivity. Rinsing just washes it away.
So correct advice is to spit not rinse !

Personally i clean my teeth, rinse with water and then inhibit bacterial growth by using a Mouthwash / corsodyl.

Yes - I do now - after spending years brushing the toothpaste away with plain water - I discovered I was actually washing away the very protection I was using the toothpaste for!
Best technique is brush your teeth then rinse - use a tongue scraper as well - it's like cleaning the house but never hoovering the floors! (Dentist's advice).
