Actually, Evening Primrose Oil tends to have the "side effect" of enlarging peoples' breasts who are taking it. It is usually taken for things such as pms, menopausal symptoms, etc, because it does mess with hormones.

Also, if you are very skinny, your breasts will be ...depleted. When I have lost weight, the first thing to go is always the breast size. Make sure you are at a comfortable, normal, healthy weight - being underweight does not bode well for breast size.

On the other side of natural, you could try getting pregnant :) For some women, this leaves their breasts permanently larger. (Although not always.)

Try Saw Palmetto extract. It is normally marketed to help prostate and erectile dysfunction. It is also a natural breast enhancer. It helps to regulate hormone production and produces mammary tissue. You may experience some tenderness similar to when the breast first developed. You also need to be careful about any allergic symptoms, though allergy is rare it is always a concern with herbal treatment. Also the effects will eventually fade. I used it to gain about a cup size but went back to my original size within six months of discontinuing. I did not have any side effects other than mild tenderness and the only reason I stopped taking it was because I had a hard time remembering. Hopefully this will help.

Herbal breast enhancers, like herbal penis enhancers are just a way to waste your money. Instead way don't you take that money and invest it wisely. Even if they did work I bet you would rather have the money than the breasts when you're 65 years old. Also, without knowing how tall you are I cannot comment on your breast size specifically but I will say that I think proportionally sized breasts are best and if they aren't proportional then a little small is better than too big. Anyway, you don't want them to sag do you? Also, forget surgery.

The heral breast enhances are usally hormone balancers, that mimic the bodys reaction to pregnancy, and make the breasts larger. the effects go away after you stop taking the pills. I would go with the massage ideas.
