This sounds like facial eczema to me. Have you seen your GP about this?
I have been through horrific facial eczema, and it is a difficult skin condition to treat. Your facial skin is more prone to allergies because the skin on your face absorbs germs and bacteria easily and it's worse for people with dry Skin.
Here's a step by step guide:
1. Make a appointment to see your doctor. He will prescribe you a steroid cream and antihistamines. Try to get 'Oilatum Natural Face Repair Cream' on prescription.
2. Apply Steroid cream just before you go to bed and apply a thin layer of Vaseline to trap the moisture and to allow the steroid to it's job, without any outside distractions.
3. Try this technique first thing in the morning

4. Don't put any Vaseline or steroid on in the morning, allow your skin some air.
5. Continue this routine until your skin is clear and moisturized. Apply steroid only when you strongly suspect an allergy to occur.
What do you need to avoid?
Never wash your face with water. You will only make your skin
dryer.
Avoid Caffeine products, like coffee, chocolate, coke. Caffeine has a very high Histamine affect on your body
Avoid soaps and detergents
Get at least 8 hours sleep a night. Don't stay up until the early hours, this will have side affects on your skin.
Try taking a Multivitamin, Zinc and omega supplements. Avoid omega supplements with fish oils in them. Fish has a very high allergy risk.
Drink plenty of water throughout the day.
Eat healthy foods, which have no side affects on your body.

Try putting on your moisturizer before you get in the shower, the steam will help penetrate your skin as well as protect it from the water (which can make your skin dry).

Well, depending on your allergies you could try putting lotion or aloe vera; Eucalyptus works well too. You could also try finding a soap that won't dry out your skin.

since u say u r allergic to moisturizers, try this home remedy.mix honey(natural moisturizer) with milk cream and apply on the skin before bath. massage well in circular motion. its a lengthy process n takes time before giving the results, but worth a try.
ur body needs to get proper oils n fluids to get the healthy look on the skin from inside. have atleast 2.5 lts of water everyday. hope this helps.

1- Start taking "Claritin" 10mg every other day over 3 weeks then decrease to two/week then one.
2- wash your face with ONLY MILDLY WARM WATER and dry it by sponging it ..no rubbing .
3- Eat walnuts starting low doses and increasing progressivly to 50 grms a day
4- Eats roasted cashew nuts same pattern
5- Sleep a lot a lot a lot ...
6- Alcohol and bottled juices are deadly as well as junk food
7- Replace all green vegetables by boiled vegetables

maybe Cetaphil? u can get it a wal mart or wherever.. they also have a cleanser, u can either use it w/ water OR just apply it and then wipe off w/ a towel to keep some on ur face..

Don't use regular moisturizer, you need medicated cream for allergy/rash. It is generally thicker and does not burn or itch when applied. You could try baby diaper Rash cream, it contains Zinc Oxide, which helps to heal while creating a barrier so skin doesn't dry out further.
Failing that, you could try to do facial steams, just pour boiling water in a bowl and put a towel over your head and your head over the bowl (like people do when they are sick). BE CAREFUL though and if it feels worse obviously stop right away!
Whatever you do, you should try to do it at night as this is the least uncomfortable time to have stuff on your face.
