Yes on both. Though usually you need something else to set it of first. Head under water while bathing is a big one.

Croup is common in young children, caused by a viral infection, not an allergy. It makes the vocal cords swollen. (hence the noise like a seal barking) There is no treatment as such, but steam inhalation may help. Is sounds worse than it is, and generally goes after a week or so

Usually croup is caused by a virus, but some children can experience a croup like cough from allergies. Here's a good site with some information about croup:
